It is not possible to apply for the exemption before re-registration! Paying the re-registration amount installments is also not possible.

Persons who are citizens of a country outside the European Union (EU) or the European Economic Area (EEA) and want to study in Baden-Württemberg must pay € 1,500.00 (plus semester contribution) each semester.
The exceptions are listed in the following Application for Exemption of the tuition fees. If one of them applies to you, please submit the completely filled out and signed application.

No. International students pay a maximum tuition fee of € 1500  per semester. If there is an exception or exemption from the tuition fee in the amount of € 1500 per semester, then International Students enrolling in a second degree program must pay a fee for a second degree program, i.e. € 650 per semester. There are also exceptions and exemptions to the fee for a second study program

When is a second degree available?
A second or further Bachelor's or Master's Degree Program is subject to the tuition fees. The first degree, including the Master's Degree and a doctorate, remains tuition-free!

Only after completion of a University course of study acquired in Germany will the second or further Bachelor's or Master's course be subject to tuition fees for the entire duration of the course.

A waiver is only available for the tuition fee for international students and second degree students!

Explanation:
Students are obliged during a practical semester to properly re-register and pay the semester fee. An exemption is only possible for the tuition fee 1500€ / 750 € / 650 € (international students, second degree students).
